Quick Facts about the Penn Circle Conversion:

  • Timeline: Summer 2010 – Summer 2011
  • Penn Circle South and East (from Highland to Penn Circle North) will become bidirectional.
  • Streetscapes will be improved.
  • Curbs will be reconfigured and a parking lane will be created on Penn Circle South.
  • Shakespeare Street will be relocated.
  • Penn Mall Bus Loop will close.

Detailed Information:

Timeline: SUMMER 2010 – SUMMER 2011

August-September 2010 – Phase 1

  • Island will be removed at intersection of Penn Circle South and Highland Avenue.
  • Curb and pavement will be reconstructed and streetscapes will be improved.
  • Southbound traffic on Highland will be detoured for approximately two weeks.
  • Penn Mall Bus Loop remains OPEN until September 5, 2010.

September-October 2010 – Phase 2A

  • Sidewalk and curb will be reconstructed on the west side of Penn Circle South.
  • Left lane of Penn Circle South closed to traffic.
  • North side of Penn Avenue will be reconstructed.
  • One-way traffic will begin on Penn Avenue eastbound.
  • Westbound traffic on Penn Avenue will be detoured for approximately two weeks.

October-November 2010 – Phase 2B

  • Construction continues on sidewalk and curb on northwest side of Penn Circle South.
  • South side of Penn Avenue will be reconstructed.
  • Two-way traffic will be maintained on Penn Avenue.

November-December 2010 – Phase 3A

  • Sidewalk and curb on southeast side of Penn Circle South will be reconstructed.
  • Left lane of Penn Circle South closed to traffic.
  • South side of Penn Avenue will be reconstructed.
  • Shakespeare Street will be constructed.
  • Two-way traffic will be maintained on Penn Avenue.
  • Penn Mall Bus Station will close.

December-January 2010 – Phase 3B

  • Sidewalk and curb construction continues on Penn Circle East and Penn Avenue.
  • Construction continues on Shakespeare Street.
  • Two-way traffic maintained on Penn Avenue and Broad Street.

April 2011 – Phase 4A

  • Roadway will be milled, paved, and striped.
  • Streetscape to be completed.
  • Two-way traffic begins on Penn Circle South.

Bus service will continue throughout the conversion, but will be detoured for parts of the process. Please check www.portauthority.org for updates on particular routes.
